  • Electrical panel capacity. Many older Bay Area homes have panels that cannot support an additional dwelling. A service upgrade is a common and often unavoidable line item.
  • Sewer capacity and condition. An aging sewer lateral may need replacement before it can serve a second unit.
  • Soil and slope. Expansive soils or a sloped yard can require an engineered foundation, retaining work, or drainage improvements.
  • Access. Whether equipment and material can reach the build area affects labor cost throughout the project.

Building in earthquake country carries requirements that builders in other regions do not face. Attached ADUs in particular often require engineering to properly tie the new structure into the existing one, and garage conversions frequently need the existing structure evaluated and reinforced — a garage was never framed to serve as a dwelling.

Garage conversions also involve considerations that are easy to overlook at the planning stage: the slab may need to be raised or leveled, walls and ceiling need insulation to meet California Title 24 energy standards, and the large door opening has to be framed and finished as a wall.

Permit Fees and What State Law Waives

California has deliberately reduced the fee burden on smaller ADUs, and this affects budgeting more than most homeowners realize.

  • State law prohibits local agencies from charging impact fees on ADUs under 750 square feet.
  • Recent legislation further exempts units under 500 square feet from school impact fees.
  • Permit fees themselves still apply and vary considerably by city.

This creates a genuine planning consideration. A unit designed at 740 square feet and one designed at 780 square feet can carry meaningfully different fee obligations. It is worth knowing where those thresholds sit in your city before the design is finalized.

Design, Engineering, and Other Soft Costs

Homeowners comparing quotes often find that the numbers are not describing the same thing. Before construction begins, an ADU project requires architectural drawings, structural engineering, Title 24 energy compliance documentation, and in some cases a geotechnical or arborist report.

Some quotes include these. Some do not. When you are comparing proposals, the most useful question is not what the number is but what the number covers.

Finish Level

Cabinetry, countertops, flooring, tile, windows, doors, and fixtures span a wide range. For a rental unit, durability and ease of maintenance usually matter more than premium materials.
